Russia has most likely canceled an event that was supposed to be the culmination of a year of military military training in September 2023.

The ineffectiveness of the Russian military in Ukraine showed that general strategic exercises were of limited military training value and were mainly conducted for entertainment purposes, the British intelligence review said.
Intelligence officials do not rule out that the Russian leadership is also sensitive to internal criticism of military exercises for show during the war.
Since 2010, Russia has had a four-year rotation cycle of strategic exercises throughout the country. The previous exercises at the event took place in 2021 – they were the largest Russian military maneuvers since Soviet times.
Two years later, the exercise was again scheduled to be held at the event as Russia’s priority became to counter the threat it perceives from NATO.
However, the ineffectiveness of the Russian military in Ukraine has shown that the strategic exercises were of little training value and were mostly for show.
Russia probably canceled Zapad 2023 because it has too few troops and equipment, the construction site says.
It is also likely that the Russian leadership is afraid of internal criticism because of the next demonstration of strategic exercises during the war, British intelligence points out.
