The European Parliament has warned against making changes to the law that would benefit certain interests through a level playing field and transparency.
The European Parliament called on President Volodymyr Zelensky not to sign the dubious urban planning law No. 5655. This is stated in the resolution adopted on Thursday, June 15, entitled “Sustainable recovery and integration of Ukraine into the Euro-Atlantic community.” The corresponding paragraph 17 in the text was noted by the CHESTNO movement.
“[Европарламент] cautions against using future reconstruction efforts to make such legislative changes to benefit certain interests through level playing and transparency; called on President Zelensky not to sign bill 5655 on urban planning,” the resolution read.
CHESTNO noted that the EP’s appeal is a clear signal for the office of the President of Ukraine not to approve a low-quality document.
“This law was developed in the interest of developers, without considering the comments of other stakeholders, including local governments, the architectural and expert communities,” the organization said in a statement.
Recall that in April it was reported that the USAID TAPAS project supported bill No. 5655, providing for urban reform in Ukraine. Earlier, this reform, which was one of the main ones for post-war reconstruction, was supported by the NAPC.
