Kazakhstan does not need to join the Union State of Russia and Belarus. This was stated by the President of the country Kasim-Jomart Tokayev.

He called the words of Alexander Lukashenko, who offered Kazakhstan to join the Union State, a “joke”.
I appreciated his joke. I think that there is no need for this, since there are other integration associations, primarily the Eurasian Economic Union, Tokayev said during a visit to the North Kazakhstan region.
The President of Kazakhstan also noted that the country does not need nuclear weapons, since they have joined the international non-proliferation treaty.
On May 24, speaking at a meeting of the Eurasian Economic Forum, Tokayev drew attention to different levels of integration within the EAEU, including the “phenomenon” of the Union State of Russia and Belarus, in which now “even nuclear weapons are one for two.”
On May 28, the leading Russian propagandist in the program “Moscow. Kremlin. Putin” Pavel Zarubin published Lukashenka’s commentary on Tokayev’s statement:
If someone is worried, I don’t think that Kasim-Jomart Tokayev is worried about this, but if suddenly, no one has it [нічого] against Kazakhstan and other countries having the same close relations as we have with the Russian Federation. It’s very simple. It is necessary to enter into an alliance between Belarus and Russia, and that’s it: everyone will have nuclear weapons.
The Kremlin, commenting on Tokayev’s statements at the forum, said that the Union State “is an order of magnitude more advanced integration than the EAEU.”
This is a unique situation in the world, and it must be taken into account, – added the press secretary of the President of Russia Dmitry Peskov.
The Union State of Russia and Belarus has existed since January 2000. Members of the union have repeatedly discussed the creation of a joint parliament, constitution, single currency, but so far have not adopted such an agreement. In 2021, Moscow and Minsk agreed on 28 union programs aimed at the integration of countries.
In March 2023, Russian President Putin promised to deploy tactical nuclear weapons in Belarus. On May 25, Defense Ministers of the two countries Sergei Shoiga and Viktor Khrenin signed the relevant documents. Soon Lukashenka announced that the movement of nuclear weapons to Belarus “has already begun.”
