Interior Minister Igor Klymenko in an interview with RBC-Ukraine said that this is a joint initiative of the Cabinet of Ministers and the Verkhovna Rada. The document is being developed taking into account international experience.

He hinted that such people may be subject to border crossing restrictions in the future.
They must be held accountable for breaking the law. I think that every citizen wants this and the state will understand if there are any restrictions on the further movement of these citizens at least abroad,” he said.
