Number one on the list is Russian dictator Vladimir Putin. Also on the list are Russian Defense Minister Sergei Shoiga and Chief of the General Staff Valery Gerasimov, who are responsible for Russia’s invasion of Ukraine. This was stated by Vadim Skibitsky, a representative of the Main Intelligence Directorate of the Ministry of Defense, in an interview with the German edition of Welt.

We fight and these are our enemies. If an important figure produces and finances weapons for them, then its elimination would save the lives of many civilians … According to international conventions, this is a legitimate goal, – said the representative of the GUR.
