Russian military sexual crimes bear the hallmarks of a planned policy of extermination against Ukrainian citizens, the MOU notes.
The sexual crimes committed on the territory of Ukraine by Russian troops are proof that this is a systematic policy of the Russian Federation against the Ukrainian civilian population. This was said by Deputy Defense Minister Anna Malyar, Ukrinform reports.
He explained that during war, sexual violence is not only sexual violence, but also “an act of domination by some troops over others, an act of moral humiliation.”
“It was done to demoralize society, to break our resistance, and therefore it is wider than sexual violence,” said Malyar.
According to him, sexual crimes were committed not only by the Russian military – it was a systematic action of the Russian Federation against the Ukrainian civilian population.
According to Malyar, the Ministry of Defense has a group that investigates this category of crimes and collects the necessary data.
“We are talking to the military about this, and the Ministry of Defense has a group that works with our servicemen who have returned from captivity. Among them, 23% of women said that they know the facts of sexual violence against our citizens who have been captured in enemy territory, and 15% of the people know about it,” said the representative of the MOU.
Olga Stefanishina, Vice Prime Minister for European and Euro-Atlantic Integration, said that the authorities are creating conditions so that victims of sexual violence by the Russian military can receive comprehensive special assistance.
Thus, thanks to the cooperation with the Office of the UN Special Representative on Sexual Violence in Ukraine, an effective mechanism for a comprehensive response to crimes of violence has been established, assistance centers have been deployed in Zaporozhye, Dnipro, Kiev, Mukachevo, Kharkov, Kherson, Poltava, Chernivtsi, Odessa and Kropyvnytskyi.
“We provide an entry point for victims in the system of comprehensive special support: legal, socio-psychological, information. The help is focused on the main principles: confidentiality, unconditionality, voluntary informed consent and free of charge,” said the Vice Prime Minister.
Ukraine is also working on creating such centers abroad, particularly in the Czech Republic and Germany.
It will be recalled that in March the European Union imposed sanctions against the Russian military for violence against women in Ukraine. This is the first time that the EU has applied a human rights penalty regime to cases of sexual violence against women.
