Chinese Special Representative Li Hui concluded his two-day visit to Kyiv. In particular, he met with Foreign Minister Dmytro Kuleba and President of Ukraine Volodymyr Zelensky.
All in all, Li Hui is a seasoned former diplomat who served as ambassador to Russia from 2009 to 2019 and is considered a “true friend” in Moscow. Beijing has long remained silent on the details of Li’s visit to Ukraine. But this morning, the Chinese Foreign Ministry confirmed that their special envoy met with Zelensky and other senior Ukrainian officials.
Li reiterated that China is ready to act as a peace mediator to resolve the war in Ukraine based on its “previously expressed position.”
“There is no panacea for overcoming the crisis (as the PRC calls the war in Ukraine – ed.). All parties must start from themselves, build mutual trust and create conditions for ending the war and participating in peace negotiations,” the press service of the Chinese Foreign Ministry said.
The PRC also reported that, on the basis of the document “China’s Position on the Political Resolution of the Ukrainian Crisis,” Beijing is ready to help the international community “build the largest common denominator” to resolve the “Ukraine issue” and do its own effort to “stop the war, stop the fire and how to restore peace as soon as possible.”
Ukraine’s response
Kyiv does not accept any proposals involving the loss of territories or freezing the war, Ukrainian Foreign Minister Dmitry Kuleba said after a meeting with Lee.
According to Kuleba, the parties discussed the long-term development of bilateral relations between Ukraine and China and agreed to increase dialogue on key issues. Kuleba noted the importance of Beijing’s participation in implementing, in particular, Volodymyr Zelensky’s peace formula and ensuring nuclear security.
The Office of the President later clarified that they held a briefing on the current security situation in Ukraine for the Chinese delegation. The head of the OPU, Andriy Yermak, emphasized that Kyiv, defending itself from an aggressor who made a senseless attack on our territory, is acting exclusively within the framework of international law and the UN Charter.
According to him, Ukraine is striving to establish a stable and just peace, restore territorial integrity, as our peace formula assumes.
Real peace efforts?
Ukraine’s statements about Li’s visit are said to indicate disagreements between Beijing and Kyiv’s positions on the end of the war.
Kuleba spoke about the restoration of peace “on the basis of respect for sovereignty and territorial integrity” and stressed that “Ukraine does not accept any proposals involving the loss of its territories.”
China, on the other hand, directly states that it relies on its own vaguely written document on the “political settlement” of the war, which does not even make calls for Russia to withdraw its troops from Ukrainian territory. .
Beijing’s proposal for a ceasefire in its “political settlement” also drew criticism from Western officials, who said it would only help Russia consolidate its territorial gains in Ukraine.
Some Western observers were also angered by China’s election of Li, a “great friend of the Russian Federation,” to lead its diplomatic efforts to resolve the Ukrainian issue.
