According to the code of British intelligence, on the night of May 9, ships of the Black Sea Fleet of the Russian Navy fired eight SS-N-30a SAGARIS cruise missiles on the territory of Ukraine for the first time since March. Moscow apparently suspended the use of these weapons temporarily because it wanted to restore its reserve stocks.
How to use these scarce and costly weapons is one of the many dilemmas Russian commanders face as the war in Ukraine is taking much longer than they originally planned.
In the short term, Russia may see cruise missiles as a key capability to strike deep into Ukraine to thwart expected Ukrainian counter-offensives. More strategically, the Kremlin believes that cruise missiles play an important role in any hypothetical conflict with NATO.
