The problem of low-quality fuel on the Ukrainian market can be solved by eliminating illegal mini-refineries, and not by returning inspections of inefficient control bodies. Sergey Kuyun, director of the A-95 consulting group, wrote about this on his Facebook page, commenting on the initiative of the State Environmental Inspectorate to restore inspections of fuel retail facilities.

“The State Ecological Inspectorate has initiated the return of fuel quality tests at gas stations, which were banned last year. It seems like a good idea. But in the current conditions, it is very similar to the desire of another department to be filled the percentage of fat in the oil,” he said.

Kuyun believes that even before the start of the war in 2022, the inspection system of the State Environmental Inspectorate has almost completely compromised itself.

Sergey Kuyun said that the only sources of bodyagi on the market are mini-refineries that process Ukrainian gas condensate, add additives and components, and as a result receive low-quality fuel, the sale of which does not pay of tax.

“Therefore, to overcome the problem of low-quality fuel, and at the same time fill the coffers, you only need to cover these 10 points (mini-refineries, – ed.). owned by the company, legendary in industry circles, unsinkable until recently Alexprom. So, in his opinion, the state has the ability to “suppress the problem of counterfeiting, and not create new inspectors who will twist the arms of business” using existing electrical tools.

Prior to this, the State Environmental Inspectorate developed a draft amendment to government decree No. 303 regarding permission to conduct unscheduled documentary checks and fuel quality checks at gas stations.

And the Verkhovna Rada Committee on Finance, Tax and Customs Policy recommended that the State Tax Service conduct inspections of all fuel retail facilities, mini-refineries and companies that purchase gas condensate and solvents.

According to enkorr estimates, about a dozen mini-refineries operate in Ukraine with a total processing volume of 50 thousand tons of gas condensate and oil, fuel production – up to 45 thousand tons per month. State budget losses, in particular excise duty, amount to 200 million hryvnias per month, and after the expected double tax from July 1, 2023 – 400 million hryvnias. VAT losses are estimated at UAH 400 million per month.

It was also reported that Ukraine has banned the import of fuel of unknown origin. This ban will apply to certain types of fuel.
