According to the CNS, the Russian government is discussing appropriate changes to the decree “On the procedure for the evacuation of the population, material and cultural values to safe areas.”
In particular, the occupiers want to filter the population in the temporarily occupied territories during the so-called evacuations. And they want to take the men to separate camps, where they will be handed over to the military registration and enlistment offices, the CNS notes.
It is noted that the corresponding resolution applies to the territories of the Russian Federation.
Therefore, it is likely that the Russians are planning to test this process on the TOT of Ukraine with subsequent application on the territory of Russia, the CNS notes.
The CNS notes that the rashists are trying to change the demographic composition of the population in the temporarily occupied territories. To this end, they:
- deliberately initiate humanitarian crises in the temporarily occupied territories by closing hospitals and pharmacies in order to make life unbearable for local residents;
- residents are ideologically pumped over the counter-offensive of the Armed Forces of Ukraine and “further destruction and repression”;
- at the same time, residents are offered to leave and promised monetary compensation.
