Bogdan Khmelnytsky did not provide, at the request of NAPC, a copy of the audit report of the procurement process, which prevented the audit.
The former head of the Department of Public Procurement and Supply of Material Resources of the Ministry of Defense of Ukraine, Bogdan Khmelnytsky, known for his high-profile scandal with high food prices for military personnel, is included in the Register of Corruption Officials. This was announced on May 3 by the National Agency for the Prevention of Corruption.
It was noted that in January of this year, the NAPC introduced an order according to which the Ministry of Defense brought an official to disciplinary responsibility: Khmelnytsky did not provide, at the request of the agency, a copy of the audit report of the acquisition process in his department, which is at his disposal.
In March of this year, the Solomensky District Court of Kiev investigated the fact of the illegal actions of the former official and brought him to administrative responsibility, which confirmed that Khmelnitsky, by providing false information in official documents, prevented the NACP from conducting an inspection.
As mentioned in the agency, at the end of 2022, during the audit of the work organization to prevent corruption in the Ministry of Defense, the NACP asked for materials and an audit report on the procurement of goods, work and service under martial law, carried out in the Khmelnytsky department headed at that time.
In response, the official sent a letter to the NAPC, in which it said it was impossible to provide a report due to its alleged absence. However, the agency established the fact that he had read this report under his signature, in connection with which a protocol was drawn up on the commission of an offense related to corruption.
At the same time, the NACP sent a request to the Ministry of Defense to remove Khmelnytsky from office and on January 23 submitted an order to establish the reasons and conditions that contributed to the failure to comply with the requirements of the law and conduct an internal investigation.
It will be remembered that on January 24, it became known about Khmelnytsky’s departure from the post of director of the procurement department of the Ministry of Defense amid a scandal over products for military personnel.
As added in the NAPC, he signed the contract from the Ministry of Defense with the LLC Company assets for the supply of eggs to the army at 17 hryvnias each.
