The decree of the President of the Russian Federation, war criminal Vladimir Putin, allowing after July 1, 2024 the deportation of Ukrainians without Russian citizenship from the occupied territories of Ukraine, is aimed at encouraging local residents to obtain Russian passports.

According to the American “Institute for the Study of War” ISW, Putin’s decree creates conditions for further mass deportation to Russia of residents of the occupied regions of Ukraine.
This decree codifies coercive methods of encouraging residents of the occupied territories to obtain Russian passports, and also creates conditions for the deportation of Ukrainians who do not agree to become Russian citizens, ISW analysts say.
The Russian authorities also continue other attempts to deport Ukrainians, in particular children.
ISW believes that all efforts to deport Ukrainians to Russia violate the Geneva Convention on the Prevention and Punishment of the Crime of Genocide and may also be a targeted campaign of ethnic cleansing.
