The Verkhovna Rada adopted as a basis the draft law on state reserves, which aims to change the current system of state material reserves. This was announced on April 11 by the representative of the Cabinet of Ministers in the Parliament Taras Melnichuk on Telegram.
The law distinguishes between the concepts of state material reserve and mobilization reserve. Definitions of state material reserve balance holders and mobilization reserve are given.
The central executive body that implements policy in the field of state reserves is given the authority to check the availability of material assets of state reserves.
The document updated the principles and directions for developing the nomenclature of material assets; the concepts of “reservation”, the procedure and criteria for the selection of reservists were fixed; the procedure for updating material assets has been improved.
The law provides for the possibility of storing fuel on the territory of European countries.
In addition, sanctions are introduced to improve the discipline of business entities, and the decision to apply financial sanctions is recognized as an executive document. Central executive authorities implementing state policy in the field of state reserves do not pay court fees.
The document also provides for the creation of a secure automated database for storing, protecting, recording, searching, summarizing information and generating reports in compliance with the requirements for access to restricted information.
