The Internet Association of Ukraine considers the system of automatic blocking of phishing sites implemented in Ukraine dangerous for national security and is preparing to appeal against it in the courts.
This is stated in the statement of InAU, published on the association’s website on March 31.
The Internet Association of Ukraine (InAU), which unites high-tech companies of the Ukrainian Internet, is developing a judicial mechanism for canceling the Order of the NCU from 01/30/2023
No. 67/850 “On the implementation of a system for filtering phishing domains,” the message says.
According to this order, Ukrainian Internet providers had to install a system for blocking access to web resources by March 2.
The association emphasizes that since the publication of this order, it was proposed to urgently change the filtration system.
It is noted that the examination conducted by InAU specialists showed that the centralized automatic system being implemented in Ukraine has strategic technological vulnerabilities that endanger the entire segment of the Ukrainian Internet and pose a threat to national security.
In wartime, such vulnerabilities can significantly block access to the Internet in the .ua zone. The transit server of the National Security and Defense Council, to which information is transmitted, is a duplication of functions and reduces the level of protection of the system, the statement of the organization says.
In the opinion of InAU specialists, instead of an automatic system, an alternative system for blocking phishing sites should be created with the ability for each provider to view the list of sites to be blocked in case of an error. The relevant proposals and comments have already been submitted for consideration by the National Security and Defense Council and the relevant state bodies.
Currently, the National Security and Defense Council is considering proposals from the InAU on amendments to the Regulations for the operation of the phishing domain filtering system, which are necessary to prevent damage to the information security of Ukraine by the phishing domain filtering system, to exclude the illegal collection and use of users’ personal data and to reduce the risks of extrajudicial blocking of sites that are not noted. in a statement from INAU.
If the comments are not taken into account, InAU will support litigation against the automatic filtration system, the association emphasizes.
