The ISW report states that on April 1, Russian bloggers announced that the Russian Ministry of Defense recalled the commander of the Airborne Forces, Colonel General Mikhail Teplinsky from vacation. This reportedly happened on March 30 after the Russian Defense Ministry replaced him on January 13 with Lieutenant General Oleg Makarevich.
The analyst said the Russian MoD did not confirm Teplinsky’s dismissal, and that the MoD likely dismissed him so that he could be recalled to Airborne Forces command when deemed appropriate.
The Institute recalled that Russian milbloggers said that Teplinskiy had flown to the headquarters of the Russian joint group in Rostov-on-Don to lead the Airborne Forces, and that he was already planning future operations.
According to ISW, one of the milbloggers said that the chief of the General Staff of the Ground Forces and the former commander of the Central Military District (TsVO), Colonel General Alexander Lapin, flew with Teplinsky to the headquarters of the joint group.
Also, Russian milbloggers are concerned that Russian troops should complete their offensive operations in Bakhmut and Avdiivka in order to prepare for the Ukrainian counter-offensive.
Millbloggers were disappointed that there were no decisive battles during the winter, and noted that the Russian Federation would not be able to continue the offensive operation if it could not secure Bakhmut and Avdiivka in the coming weeks.
Analysts say Russia lacks the combat power needed to support more than a major offensive in the Donetsk and Luhansk regions, and ongoing mobilization campaigns in Russia and the occupied territories may indicate that Moscow is preparing for a shortage of reserves.
