The new concept of Russian foreign policy, which Vladimir Putin approved on March 31, is likely aimed at supporting the Kremlin’s attempts to create an anti-Western coalition.
The American Institute for the Study of War (ISW) writes about this in its daily report.
The document notes Russia’s goal of creating a multipolar world order, including the end of US dominance in world affairs. It is argued that the majority of humanity is interested in a constructive relationship with Russia and that the desired multipolar world will open up opportunities for Western world states and regional leaders.
The new document is likely to support the Kremlin’s attempts to step up proposals to non-aligned countries to form a more cohesive anti-Western bloc, writes ISW.
But the decline of Russia’s economic power and the weakening of its military potential in Ukraine is a bad incentive to show serious interest in Moscow’s proposal, the authors of the report say.
According to ISW, Putin’s proposal to create an anti-Western bloc during Xi Jinping’s visit to Moscow was not received positively, as the Chinese leader refused to involve China in Putin’s geopolitical conflict with the West.
Recall that in the updated “Putin’s foreign policy concept”, in particular, the United States is called “the main conductor of the anti-Russian line.”
Among other theses of the concept:
- the thesis is introduced about the use of armed forces to repel or prevent an attack on Russia or its allies;
- these symmetrical and asymmetric measures in response to threats against Russia;
- it is stipulated that the anti-Russian steps of unfriendly states, if necessary, will be “firmly stopped”;
- announced a strategic partnership with China and India.
