From March 31, the National Council on Television and Radio Broadcasting will be able to shut down the media without a court decision.
The Media Act came into effect on Friday, March 31st. This was announced by the Verkhovna Rada Committee on Information Policy and European Integration.
“On March 31, 2023, the Law of Ukraine On Media will enter into force, introducing additional mechanisms for protecting the national information space (in particular, for the period of martial law),” the message said.
It is noted that the law was developed to implement the EU directive on audiovisual media services and was positively assessed by experts from the Council of Europe.
According to the deputy chairman of the committee, Yevgenia Kravchuk, the law provides for the functioning of a convergent regulator that works with all types of media. The law provides special powers for the regulator and mechanisms for interaction between the regulator and the media during martial law.
The People’s Deputy emphasized that the law also regulates the work of online media and combines liberal approaches (voluntary registration) with responsibility for violating restrictions on information content (regardless of whether the media is registered or not). .
The law also determines the order and procedure for ending the use of the analog standard in television broadcasting and contains a special section that provides for countering Russian aggression in the media sphere.
Recall that the Verkhovna Rada adopted the media bill on December 13, 2022. The document introduces the regulation of the National Council for Television and Radio Broadcasting of online media, print media and even public access to web platforms (Youtube and social networks).
In general, the powers of the regulator are significantly expanding, in particular, it will be able to block and close the media without a court decision, including online media.
