In Ukraine, during the full-scale Russian invasion, 1,218 facilities in healthcare facilities were damaged.
Minister of Health of Ukraine Viktor Lyashko told about this interview to the agency “Ukrinform”.
It is noted that the destruction received a total of 540 hospitals. Of these, 173 were completely destroyed – more than 90% and are no longer considered as objects for restoration.
In these cases, it is possible to build a new facility from scratch, according to a new project, Lyashko emphasized.
According to the minister, the assessment of damage from the financial point of view depends on the possibility of access to the destroyed and damaged facilities:
- where there is access, the calculation is made at the price per square meter per hospital, using design estimates for other facilities for 2021;
- many objects are not accessible. For example, the situation with medical institutions in Mariupol is assessed only by the frames that are available in video filming.
We have calculated the average price of all facilities and now, in fact, we can talk about the amount of up to $ 1 billion, which is necessary to restore medical facilities to the state in which they were before February 24, Lyashko noted.
At the same time, Lyashko notes, experts from the World Bank and the World Health Organization, according to their methodology, consider not only the restoration to the state that was on February 24, but also the lost investments and other lost potentials that this hospital could generate. Their damage estimates are much larger.
The latest figure they presented at the end of September 2022 was $26 billion. During these three months, there was even more destruction in the medical infrastructure, as well as in the energy sector. This entailed additional purchases of generators as an autonomous source of power supply,” the minister noted. – Subsequently, this will lead to even larger figures, which will be in general in the final report.
Lyashko added that the most destruction is in the regions where the most active hostilities take place:
- south and east of the Kharkiv region;
- Donetsk;
- Lugansk;
- Nikolaev;
- Kherson.
There, health care facilities at various levels suffered the most, from rural outpatient clinics to city hospitals,” the minister stressed.
According to him, in recent weeks, the infrastructure in Kherson and the Kherson region has suffered the most, since Kherson is constantly under shelling.
