The ban on travel will also affect local deputies – this may force women deputies to refuse work in local councils in order to be able to take their children abroad or visit them there.
People’s Deputy servant Vitaly Bezgin proposes that the Cabinet of Ministers lift the ban on women so that the country does not experience “destruction of the local self-government system.”
On this occasion, Vitaly Bezgin, a member of the profile committee for the organization of state power and local self-government, turned to Prime Minister Denis Shmyhal.
Recall that at the end of January, the government made changes to the rules for crossing the border during martial law. If earlier travel abroad was prohibited for men of military age and military personnel, now certain categories of civilian women are also banned. We are talking about women civil servants and deputies of councils at all levels. This is stated in the resolution of the Cabinet of Ministers of January 27.
Men – officials and deputies under 60 years old, and so did not have the right to leave as liable for military service. Now, deputies and officials over 60 years old will not be able to leave.
Both men and women are now banned. Here is a complete list of positions where men and women must obtain permission when crossing the border:

head of the SBU, his first deputy and deputies,

chairman and members of the National Council for Television and Radio Broadcasting, chairman and members of the Accounting Chamber, chairman and members of the CEC, chairmen and members of other state collegial bodies,

Secretary of the National Security and Defense Council, his first deputy and deputies,

the head of the National Bank, his first deputy and deputies,
-
permanent representative of the President in Crimea and his deputies, heads of local state administrations, their first deputies and deputies,
-
judges of the Constitutional Court, judges, prosecutors, heads of other state bodies and their deputies,
-
deputies of local councils, as well as heads of structural divisions of state bodies and local self-government bodies and employees booked for the period of mobilization and wartime by state authorities, heads of state enterprises and their deputies.
These people have the right to cross the state border only on the basis of travel documents.
It is noteworthy that 15,000 women are deputies of local councils, more than 9,000 of whom are deputies of rural councils. They were also added to the list and banned from leaving. A government decree also banned older men – officials and deputies over 60 years old and no longer liable for military service – from leaving the country.
