The National Penitentiary Institute (INPE) issued the ruling following a complaint against an alleged prostitution ring in the prison. Huachowhere they rejected any action related to human trafficking and sexual exploitation.
Furthermore, they submitted that, after the relevant investigations, a preventive detention had been ordered against two members of the above-mentioned alleged criminal organization involved in human trafficking.

They also reported that “inmates of the Huacho prison who were involved in the incident were transferred to different prisons in the country.” They added that the two students involved entered the prison “with false identities, including one with a sworn statement of de facto union in front of a magistrate.”
Prior to this, the entity recalled the operation carried out by the PNP, during which they found these two 17-year-olds with entry stamps on their hands in the Huacho prison.
In this regard, INPE stated that it rejects any action related to crimes related to human trafficking and exploitation; For their part, they said they were in talks with the Ministries for Women and Vulnerable Groups, the Ministry of Justice, the Peruvian National Police and the National Directorate of Migration.

The prosecutor explained that the purpose of Almarza and Pérez was to take them to the Karkin prison in Huacho (a city near Lima) to prostitute the prisoners, passing them off as their partners and with forged documents as adults.
