“The shape has changed again, I’ve lost my visual cues. You’re at the wrong time… They’re revolutionizing everything. We wipe the plasters”, laments Amandine Farvacque, town clerk in Mons, a village of 450 inhabitants on the border of Charente-Maritime, between forests and vineyards. Alongside this 30-year-old, a couple and mayor Jean-Michel Mansault are trying to dismantle the last administrative nuances in terms of garden sheds.
To stay on top of things, it is important to calculate the taxable area and draw the contours, to the correct scale, on a copy of the cadastre. “All that to put a reaper in it they lament the administration. “Administrative simplification does not apply to those who implement it”jokes the municipal secretary, who is rummaging through boxes, files and hundreds of forms in his secretariat, which is housed in a former municipal school built during the Third Republic.
