Domingo Garcia BelaundeA congressional lawyer who collaborated on drafting the competition lawsuit admitted this Thursday that it is very difficult for parliamentarians to get 87 votes to win the Pedro Castillo vacancy.
“The problem is that we had two wrong job movements, the first was the result of an explosion after a month and a half, when no one thought about anything. but the fact is that the vacancy, which is a valid, solid, constitutional institution, is devoid of votes,” he explained on the “Todo sho sabe” program. RPP.
Domingo Garcia Belaunde pointed out that although vacancy movement it was approved by more votes than the previous initiative, it is still difficult to get the number needed to get it approved.
“The problem is the voices. There are 87 votes. If there are 73, which is more than what was done before, which was 67, will they reach 87 in a week? To be honest, I have doubts, I would like to, but I have doubts,” he said.
The constitutionalist also pointed out that the whole process of filling the vacancy against Pedro Castillo cannot be completed in one day, because there will be many upheavals.
“I don’t think it will end in one day, there will be too many convulsions, and also Mr. Castillo, who is not stupid, he is not educated, but not stupid either, I don’t think he is going to let this be decided on the same day, he will want to stretch it. I doubt there are 87 votes, but it’s already up and you should see it,” he said.
Garcia Belaunde also noted that removal of the president would be more appropriate than early elections, because the latter are more difficult to conduct and will require more than a year.
TS provides a measure of restraint
On the other hand, the lawyer emphasized that the Constitutional Court presented the measure of restraint in favor of Congress and, in this sense, clarified that this is a delay until the announcement of the verdict.
“She protects him temporarily. The measure of restraint is always temporary and disappears when the sentence is pronounced. We do not know what will be in the verdict, although one can intuitively assume from the wording of the measure of restraint that it will be allowed. This is a respite, but by no means final, ”he explained.
Vacancy accepted for discussion
Plenary session Congress approved this Thursday with 73 votes in favour, 32 against and 6 abstentions the admission to the processing of the presidential vacancy against Pedro Castillo. The debate and final vote will take place next Wednesday, 7 December at 15:00.
The petition for the vacancy is the third filed against the head of state in less than a year and a half of his term. It was signed by congressmen from the bench Fuerza Popular, Renovación Popular, Avanza País, Somos Perú and Alianza para el Progreso (APP), as well as representatives of other groups.
