Prime Minister Anibal Torres will once again submit a request for confidence to the Congress of the Republic despite Parliament Speaker José Williams indicating that his request is “unacceptable”.

The aim of the initiative of the head of the Presidium of the Council of Ministers (PCM) is for the Legislature to discuss the project promoted by the executive branch aimed at the abolition of the rule governing a matter of trust.

“Considering the reference document, for the sake of respect for the constitutional rule of law, democratic institutions and the separation of powers, any decision on the issue of trust management enters into force only after it has been presented and supported in the plenary session. Congress in accordance with article 133 of the Constitution and article 86, paragraph c) of the Rules of Congress. In this sense, we reiterate the request to present the issue of confidence at the first meeting of the convened plenary meeting”, this can be read in the document sent by Anibal Torres to José Williams.

Earlier, the head of Congress has already responded to this initiative and mentioned that even the Constitutional Court ruled on the suit of unconstitutionality filed by the executive branch.

We also remind you that constitutional Courtsupreme interpreter of the Constitution, has already affirmed in its decision the constitutionality of Law 31355 (which develops the implementation of the issue of confidence) as a result of an unconstitutionality suit filed by the same executive power in October 2021,” he said.

“The total rejection by the Board of Directors relates to that proposal, the purpose of which is the approval or non-approval of initiatives exclusive to Congress (…) In this order of ideas and subject to what is specified in Law 31355, which is part of the constitutionality block, Your request does not meet the conditions set out”, he added.
