Benavidez Vargas added that “the Congress of the Republic now has the sole and exclusive responsibility to decide on the consideration of a constitutional complaint under the United Nations Convention against Corruption.”
Article 117 of the Constitution establishes that the President of the Republic can only be charged during his term of office with treason; for obstruction of presidential, parliamentary, regional or municipal elections; on the dissolution of the Congress, except as provided in Article 134 of the Constitution, and the obstruction of its convocation or work, the National Jury for Elections and other bodies of the electoral system.
He condemned obstruction of justice
