Lawyer and former Director General of the Civil Security Ministry, Enrique Castro-Vargaspointed out that the insecurity of citizens is one of the main problems at the national level, “followed by corruption”, and that it cannot be dealt with “with the same strategies of the past”.

“Organized crime is starting to take shape in our society in an increasingly solid way, it’s starting to integrate itself into the social fabric, making it difficult to respond with the same strategies used many years ago,” he said in Saturday Focus.

In this sense, he believed that the proposal of the virtual mayor of Lima, Rafael Lopez AllagaAs for having 10,000 motorcycles to deal with the insecurity of citizens, that is not possible.

“It seems to me that it’s a bit more of the same. It’s necessary to have these motorcycles because we have a shortage, it’s true. But we have more of a shortage of people who can use these mobile devices. If you If you think about 10,000 motorcycles, you have to think about 10,000 people who will use these motorcycles, or more than 10,000, because you will need more than one shift,” he explained.

“Not only that, but these people need to have motorcycle licenses and be qualified to use them properly. Only in the police sphere this is impossible, it will be much more difficult for Serenos,” he added.

“Candidates did not consider already developed tools”

In addition, he pointed out that not a single candidate in the last election considered any of the ready-made and still not implemented management tools related to the fight against crime.

“In their speech, the candidates at their levels of government in no way considered the various instruments of public administration that exist in the National Citizens Security Policy or in the National Citizens Security Plan for 2019-2023,” he specified.

Similarly, he pointed out that the candidates had chosen “more of the same”, such as increasing the number of watchmen and policemen, which had already been applied without effective results.

“This immediate resource of more cops on the street, more video surveillance, more repression, punitive sentencing resource, which, if we are aware, is a discourse that has been used for 10 or 15 years. any changes if things continue like this,” he said.

“A multidisciplinary perspective on the fight against crime”

Faced with this situation, Castro believe that an interdisciplinary perspective has not been applied in the fight against crime, since this implies not only the fight against violence, but also its structural causes.

“For example, cell phone property crimes, which are of such great concern to citizens, should be monitored not only in search of a response perimeter that acts against a criminal or visits an illegal market where stolen mobile phones are sold, but also the reasons that lead to the theft of cell phones. There must be situational aspects that increase the likelihood of committing a crime,” he said.

In this regard, he pointed out that it is necessary to rely on work “not repressive, but reasonable”, which, according to him, is not being done.

“I think there are a few things we can innovate on. Add, for example, multidisciplinary teams to the new effort (…), we could diversify a bit the participation of civil society in the activities of ensuring the safety of citizens. District councils have achieved significant visibility in terms of governance,” he said.

Although he clarified that the said work of the district councils should not lose sight of “the work of civil control over the actions of the municipality and the police.”
