This Wednesday afternoon, August 24, President Pedro Castillo appointed Richard Tineo Quispe as the new Minister of Defense, replacing José Luis Gavidia, who resigned a week ago.

Thus, General EP, also retired, becomes the fourth head of defense in the management of Castillo Terrones. They previously held the position Walter Ayala, John Carrasco D Joseph Louis Gavidia.

Study and career

According to information from the President of the Republic, the new Minister of Defense In 2015, he graduated from the Federico Villarreal National University with a degree in law.

In addition, he is an Electronics Engineer at the Army Institute of Technology Science (2014) and holds a degree in Management from San Marcos National University (2012).

He received his Master’s degree in Public Administration from ESAN University (2012), his PhD in Law from the National University of Federico Villarreal and his Master’s degree in Constitutional Law from the said university. These last two degrees are in the process of completion.

Richard Tineo In 2019, he served as Commander of the 3rd Signal Brigade in Arequipa and Director of the Army Science and Technology Division.

During his military career, he was awarded the Andrés Avelino Cáceres Combatant Medal in the “Al Merit” grade for outstanding combat action, the Army Academic Medal in the distinction grade for academic achievement, and the Medal. Peruvian Cross for Military Merit in the rank of knight.

Before taking up a post in the Department of Defense, Tineo Quispe Since May 5, 2022, he has served as Director General of the Main Directorate for Communication Policy and Regulation of Military-Technical Cooperation.
