Foreign Secretary, Miguel Angel Rodriguez Mackaytalked about a recent resignations the representatives of Peru to the UN and the OAS, Manuel Rodríguez Cuadros and Harold Forsyth Mejia, respectively. As he stated, his resignation letters were addressed not to him, but to directly to President Pedro Castillo.
“They have Good submit their accusations, they resigned. I would like them to do it by calling me first or make reference to it, which is preserved much in diplomacy, which forms”, he pointed out Saturday Focus.
In addition, he stated that he knew nothing about the alleged questions that the resignation would lead to their appointment as head of the chancellery.
I did not speak and did not know why should they ask me. I think it’s obvious generational change. I have worked with both (…) I think it may be due to the circumstance related to nnew blood which arrives in Torre Tagle,” he said.
In turn, he defended the professional fitness of the diplomats he appointed to both positions.
“Manuel Talavera (…) he is a diplomat with weight and gender, just like Luis Chavez Basagoitya going to the UN. People with a huge amount of diplomacy do what I call positioning of generational change what we are working on at the Foreign Ministry,” he said.
“With a state vision, we become patriots and take on roles”
The Chancellor also noted that questions who did legitimacy the last electoral process in the country ended when National Electoral Jury (JNE) presented his credentials to President Pedro Castillo and that his role as the current chancellor is due to his vision of serving the state.
“When the process ended with JNE delivering letters to the new president, we said: in articles and conferences, that we should be part of the citizens who have mature vision and forward. That was the meaning of my message (…) Others tell me don’t burn with the governmentfor the love of God! when we have a vision of the state, we become patriots and take on roles”, he referred.
In the same vein, he argued that “when things are judged from the point of view of the state” then one can understand ” elasticity look at the priorities of national interests”. He also emphasized that his appointment is part of “wide base cabinet” announced the President.
“The President of the Republic tweets: find a cabinet with a wide base. More than a year, they tell the president to do it, look elsewhere, listen, listen. I believe that I am a scientist who had his own discourse, with dynamic and objective vision about things,” he said.
“Revitalize Foreign Policy”
Secondly, Miguel Rodriguez McKay referred to his national foreign policy management plan, indicating that it would be characterized by the fact that Peru “regain geopolitical leadership” in the region.
“Peru is the center and focus of the planet, right now we have General Assembly of the OAS, the most important pan-American character; but before that, we’re going to go to the United Nations, which is the General Assembly of the planet. So it is with them there are problems to be solved”, he claimed.
As he pointed out, the agenda of the OAS assembly will consider such issues as combating inequality and discrimination, climate change.
“For the subject changing of the climate, we proceed from active participation. We were at COP 20, here we organized this event and we were one of the countries that joined Planetary agreement on climate change in Paris. We bring to our space a vibrant awareness that countries should look at climate change as a challenge,” he said.
However, he emphasized his disagreement with the executive branch considering the country’s accession to the Escazu Accord.
“This is the quota of my coming to the government to inform, to clarify, so that the significance of what the Escazu Accord wanted to do is well known, what is currently in the archive and should be there. The agreement does not correspond to the interests of the country,” he said.
In this sense, he said that there is “good faith disregard” and that he “materializes” in the Foreign Office what he supported in his academic work.
“If the president trusts me with his trust and I work here for Peru, it’s time that everything I said at the academy, in my columns, is good let’s materialize. Rodriguez Mackay is a scientist who will (…) contribute to the development of the country,” he said.
expulsion of aliens
With regard to the Government’s announcement of the introduction of the bill increase the reasons for the expulsion of foreigners from the country to combat the insecurity of citizens, the chancellor pointed out that “principle of sovereignty” had to cross.
“It must be clear, and this happens in every part of the world, that when foreigners (…) do not behave in accordance with the established rules of interstate life, it is clear that the principle of sovereignty is imposed”.
However, he noted that “respectful”the human rights of refugees in other countries.
“I have great respect for human rights (…), you have to take a close look at what is being done. Foreigners, when they arrive in the country, are vulnerable (…) that’s why the Office of the United Nations High Commissioner for Refugees and Migration exists,” he said.
“Inquiry and investigation do not go”
In turn, the Foreign Minister referred to the fiscal investigations being carried out against the head of state. In this regard, he pointed out that the Constitution states that the president cannot be accused, therefore, he should not be investigated either.
“She doesn’t go, because if someone decides to investigate the president, then what if the investigation is successful and leads to indictment? The constitution does not allow you to do this. So what is left for us if the object of the investigation is the accusation? If the president is impeached, you create instability. This is the spirit of the law, but you don’t want to see it like that,” he said.
In addition, he stated that the situation is not “weighed” by the “levels of tolerance” that these “acts of discretion” imply.
“He is the head of state, the constitution is very clear. It establishes a literal dynamic, according to which the head of state can only be accused in so far as the accusation is concerned. I have argued that the concept of accusation, the impediment to accusation in doctrine, means: investigation and investigation are not running”he remarked.
