Russian diplomat Vladislav Maslennikov had to leave the country for seven days.
The Ministry of Foreign Affairs of Montenegro declared Russian Ambassador Vladislav Maslenikov persona non grata. This was reported by the official portal of the Montenegrin government.
The Ministry of Foreign Affairs of Montenegro made such a decision in accordance with Article 9 of the Vienna Convention on Diplomatic Relations, which allows declaring a diplomat persona non grata without explaining the reason. The department requested that Maslennikov leave the country within seven days, but if the ambassador stays, he does not have any authority. The diplomatic term “persona non grata” means that a person is an undesirable person in a state.
Vladislav Maslennikov himself has already commented on the actions of Montenegro for the Russian media and noted that the Montenegrin authorities did not explain the reasons for their decision. He said that the expulsion would have a negative impact on the development of relations between the states and promised retaliatory measures from Russia.
Vladislav Maslennikov has been Russia’s Ambassador Extraordinary and Plenipotentiary to Montenegro since July 2019. Before that, he worked for eight years as Deputy Director of the Department for European Cooperation of the Ministry of Foreign Affairs of the Russian Federation.
