Cesar Ortiz AndersonPresident of the Civil Security Association (Aprosec), in dialogue with RPP Newsnoted that President Pedro Castillo, in his recent President’s message spent very little time insecurity of a citizenthis is one of the “main problems” of the country.

“Dedicate 3 minutes to the main problem of the country, in a two-hour message, this is silly. Just like corruption, which touched her very little,” he said.

Similarly, Ortiz cited that the data that the President provided on this issue and which he presented as achievements of his leadership “They’re not real.”

“He talked about 760,000 operations, about 232,000 detainees (…) I say one thing: today no more than 1,500 prisoners (….) of last year could enter the penitentiary system in Lima, as well as in Callao, last year as of July of this month, according to Inpe, 2,500 prisoners were taken in, so the entire volume that you spoke of (…) Where did they go if there is no penitentiary system?”, he asked a question.

Ortiz believed that the President “does not understand” the data you are referring to and also does not know how to solve problems within National Police of Peru (PNP).

“The President still does not understand that the police are public security professionals and that he must rearmament and support – Police, what he does not do is quite the opposite. Here is one inconsistency government,” he said.

No operational capacity

The president of Aprosec felt that “logics” in the President’s message on strategies to empower police officers, as “it’s not just about quantity, it’s about quality.”

“How many patrol cars are in Lima today? Very few work. So, how can we ask the police to prevent, to contain crime on the streets when they can’t, no required resources? Yesterday they killed a doctor with 18 bullets in the fence of Lima, and this happens every day,” he explained.

For Ortiz, this scenario is exacerbated by the constant turnover of interior ministers taking place in the incumbent government.

“FROM 7 ministers who have changed over the past yearwith 4 generals of the Police, with deputy ministers, that is, it is clear that this government does not have holistic view this problem that they want to deal with and can’t,” he said.

Based on his experience, Cesar Ortiz believed that the leader should rely on “modernize and reconfigure” to the PNP, in addition to “assisting intelligence and police investigation”. “If this is not supported, then little or nothing can be done,” he said.

No principle of power

On the other hand, Ortiz believed that the crisis the PNP was going through meant that lost the principle of powerbut this is exacerbated by allegations of corruption in the presidential administration.

“How can you demand anything else when there are 5 tax investigations and accusations of corruption on top? very bad example from the presidentwhen corruption is seen as a completely natural thing (…) We cannot ask that the principle of power be given when the first power of the country sets a terrible example of this,” he said.

Similarly, Ortiz believed that the president was seeking “mask impunity” with “the tricks of his lawyers”, so he should “step aside”, since “he has nothing to give to the country.”
