the president Peter’s castle began his second year of reign with the traditional Message to the nation. After a year of constant episodes of political crisis, the president entered into a confrontation with the opposition, denied accusations of alleged corruption in his inner circle and revised some initiatives. However, former interior and economic ministers criticized the message as empty.
With regard to internal affairs, the former minister Jose Luis Perez Guadalupe He recalled that the announcements that were made in the first message of 2021 regarding the timing of the departure of criminals from the country and detours in cities were not fulfilled. “It was not implemented at all,” he said.
“I want there to be no citizen security policy, no political thread,” he said.
Perez Guadalupe He noted that “the numbers do not match” the arrests at the crime scene. “The police seize, but nothing happens. What is needed is a security management agreement, which does not exist,” he said.
He confirmed that the announcement of 3,000 medical workers who will visit the police is important, and he hopes that this implies the work of the new Mariano Santos Hospital. “We put it up for tender, six years have passed, and it still does not work,” he said.
The former minister also said that mystique is lost in the police field. “Now we see colonels who are known to have risen to the ranks of generals,” he said.
Economic aspect
For his part, the former Minister of Economy Alonso Segura He stated that it was “a speech out of touch with reality”.
“If you listen to the President, you will believe that the Peruvian economy is at a time when it was one of the best in the region,” he said.
For Segura, there were inaccuracies in the numbers, and he believed that, taken out of context, they would be biased. “Private investment with the discovery and good prices for raw materials grew, and what has happened since taking office of the president has grown less and less quarter after quarter,” he said.
“MEF and the Central Bank predict a lack of private investment. That’s why they say we’ll have the same [inversión privada] last year they try to hide that private investment is not growing in a context in which it should be growing in double digits. Why didn’t this happen? Because of all the uncertainty and distrust generated by the government and partly by Congress,” he said.
Segura noted that the INEI surveys, in addition to private surveys, consistently indicate labor market expectations. “You have 900,000 more underemployed people than you had in 2019 before the pandemic, which is precarious work,” he said.
“Formal employment has declined, nominal income has not yet recovered in places,” he added.
For Segura, the speech was generally “anti-corporate”, and he expressed concern that the Ministry of Economy supported a message in this spirit. “MEF is acting very sloppy, acting like a galley. This is a caravan of proposals for the appointment of dozens of people, the issuance of bonds, which creates rigidity in the state budget,” he said.
