Administration officials said the $ 10 billion worth of gas tax breaks will be paid and the Highway Trust Fund will remain intact, even though gas taxes are a major source of revenue for the fund. Officials did not identify a new source of revenue.

The president also called on energy companies to adopt low -profit to increase oil production and fuel refining capacity.
