Permanent Commission of Congress approved this Friday the removal of former Interior Minister Juan Carrasco Millones from public office for a period of five years. 15 congressmen voted in favour, 7 against and 1 abstention.
The report was presented by the deputy Patricia Juarezwho bases the sanction on the fact that the former head minister committed the alleged crime of improperly accepting public office, violating the constitution, and lying in general.
Patricia Juarez indicated that the dates Juan Carrasco Millions was sworn in during the reign of Pedro Castillo, and in which he requested a license without payment, as well as accepting his resignation as prosecutor in public serviceare evidence that he held both positions at the same time.
The Permanent Commission also approved the appointment of a Subcommittee on Prosecutions, which will include Patricia Juarez and Lady Camones, who will be tasked with formulating constitutional charges.
Now the case must be considered at the plenary session of Parliament as the last resort. There it will be decided whether the sanction is approved or not. During the reign of Pedro Castillo, Juan Carrasco Millones was the former Minister of the Interior and Defense. For some time he was also Deputy Minister of Justice.
Days before he stepped down as Defense Minister, it was reported that Juan Carrasco Millones was admitted to the Intensive Care Unit (ICU) at the Edgardo Rebagliati Hospital due to complications from COVID-19.
They seek to blame the heads of ONPE and Renets
Congressmen Patricia Juarez of Fuerza Popular and Elvis Vergara of Acción Popular introduced two separate bills yesterday to reform Article 99 of the Constitution and to include heads of electoral bodies among the top officials who can be constitutionally indicted in Parliament.
Both legislative proposals come less than a week after the Constitutional Court released its ruling on a jurisdictional challenge brought by the legislature to the judiciary that calls on Congress to reform the said article of Magna Carta and the ordinances of Parliament. “in accordance with (…) the decision and jurisprudence” of the TS.
Amendment of the constitutional text establishes that the Permanent Commission is responsible for the prosecution before the Congress of members JNE, ONPE And Renets “for any crime which they commit in the exercise of their functions, and for a period of five years after their termination.”
“Importantly, this initiative will strengthen the constitutional order and guarantee the effective implementation of democratic values. It is widely known that a large number of high-ranking civil servants were directly or indirectly involved in the investigation of crime cases. against government,” the congressman’s proposal reads.
