Director General of the Administration of the Congress of the Republic, Pablo Noriegaacknowledged on Tuesday “weaknesses” in a tender for carpets for parliament’s headquarters, which was won by a company based at the location where the chicken shop operated.
In an interview program News extensionPablo Noriega specified that the purchase of 1,600 meters of carpet was part of the annual procurement plan corresponding to the annual period from January to December 2022, and he was in charge of the Logistics Department of the Parliament last October, in accordance with the Procurement Law and its provisions.
“First of all, I wanted to realize that this purchase was not made (…) the technical authorities followed the signing of the contract and it was clear that the supplier did not comply with what he signed (…) All of a sudden we really needed to improve our communication line (…) in this particular case with this person, I would like to state that he was hired because the law allows it,” he said, referring to the company KOTLIN SERVICES SAK’.
Pablo Noriega noted that “immediate response” from Congress due to the provider’s non-compliance, it had to request from the Comptroller General “simultaneous control” of the process in question.
“90% of purchases made by Congress have parallel control, this one, if I remember correctly, had parallel control,” the official said. However, after a few minutes, he stated that he was not sure whether a parallel control had been carried out.
Except, Pablo Noriega He claimed that “formalities within the process” were carried out by an “autonomous” commission, but acknowledged that there were “weak points” in the acquisition of the carpet.
“The fact that there were shortcomings that had just been identified and revealed through the means of communication, were also actions on our part. Our action was to sanction immediately because we applied the fine, we cashed a check for S/31,500, we are all for reporting this provider,” he said.
“Improve the image of Congress”
Senior officer CongressJosé Chevasco specified that there is a message from the Comptroller General of the Republic containing a “short list” for the Board of Directors to decide who will be the official who will run the parliament’s internal control office. He clarified that the documentation had arrived in mid-January after the expiration of the three-year term of office of the last head of internal control, and that it had nothing to do with the declared procurement processes.
“This afternoon, the head of the committee will be appointed, taking into account the short list that the Comptroller General of the Republic sent to the President of the Congress,” he said.
Similarly, José Chevasco argued that the administration of the Parliament does not help improve the institution’s image.
“I think that the administration of the Congress is not cooperating effectively enough to improve the image of the Congress. The General Directorate of the Administration is being reorganized, the procurement part is quite sensitive. Great care must be taken to ensure that administrative work does not create more political problems. of those that already exist in the national parliament,” he said.
