congresswoman Silvia Montezasecond vice president Congressconsidered it clear that there was no consensus in Parliament on the issue of early elections, in connection with which he expressed regret that, despite this, they insist on resolving this issue, despite the fact that there are other important issues that were left aside for participation in this approach.
“Since there is no consensus, we have not agreed, we have nothing, we cannot continue to waste time knowing that we have many projects to approve, so we have the authority to claim that the executive has asked us on economic issues, so Peru economic activity needs to be restarted. It’s already somehow irresponsible to keep hammering on something we can’t agree on,” he said.
The newly elected Second Vice-President of Parliament expressed his regret that the required number of votes had not been collected to discuss this issue and that some benches condition this on consultations for constituent Assembly. Despite this, he did not rule out the possibility of resuming the debate, although he indicated that this would be before the start of the new legislative assembly in March.
“Will advancing the elections lead to a revival of the economy? I call on the President of the Republic because if the election moves forward within a short period of six months, then I call on the President of the Republic to go sit down with her at the dialogue table and discuss the issue in Peru,” he said.
“Congress must move forward because there is no consensus right now. We have to be honest, there is no consensus, so let’s not get distracted anymore, we have to move forward until little by little we can talk to the benches and reach an agreement. I believe that there is a (strategy) dialogue,” he insisted.
The resumption of the debate on the progress of the elections
A few days ago the President of the Congress, Joseph Williamsdecided to extend the work of this regular legislature until February 17 next year in order to “consider and discuss matters of national interest included in the agenda.”
In this regard, the head of parliament at a press conference pointed out that the agenda of the plenary sessions may include a draft law on holding general elections.
“Since the extension of the annual period of sessions, there is a possibility that a bill on the same issue may be included (…) and should be voted on in plenary,” he explained.
In addition, he indicated that “if the Plenary session adopts it”, the said legislative initiative should be considered Constitutional Commission “at the appropriate time”, and after its publication it can be put back to the vote in the plenary meeting, since “it is a demand made by a significant part of the population”.
“We have the Executor’s draft, we also have 3 more bills that are in the portfolio, and maybe one on the same topic, but it’s not exactly the same. The question is that in Constitutional Commission they can find enough arguments to put some (…) Everything will depend on what this commission and the Plenum decide,” he said.
In addition, he emphasized that in order to “be able to touch on the topic of the same issue”, it must be “treated during the annual period of sessions”.
“If the Plenum allows it in the coming weeks, it could be the first or second of March for it to be played in this annual period of sessions. Until July, projects can enter (…) Everything will depend on which, firstly, Constitutional Commission and then the plenum will decide,” he stressed.
