Congresswoman Sucel Paredes has introduced a new bill that proposes some changes to Criminal Code deal with hate crimes and receive severe punishments.
The parliamentary initiative aims to amend Articles No. 46, 108, 121 and 122 of the Criminal Code (extenuating circumstances, qualified murder, grievous bodily injury and light bodily injury, respectively) in order to provide an adequate legal framework for hate crimes.
The bill drafted Susel Paredes shows that this type of crime is directly related to hatred, prejudice, discrimination and intolerance. In addition, it indicates that it is important to pay attention to the personal conditions that are the object of hate crimes such as race, ethnicity, religion, political position, identity, gender expression, and sexual orientation.
In this sense, the proposal proposes to punish with imprisonment for a term of at least 15 years for qualified murder. For serious injuries, the penalty is not less than four and not more than eight years.
If the death was due to one of the aggravating circumstances, a penalty of imprisonment for a term of not less than 20 and not more than 30 years is applied.
For minor bodily harm is punishable by imprisonment for a term of not less than three and not more than six years with disqualification in accordance with numbers 5 and 11 of Article 36 of this Code and Articles 75 and 77 of the Code on Children and Adolescents.
Sucel Paredes: “Time to go”
Last week, MP Sucel Paredes gave an interview to RPP Noticias, in which she lamented the lack of desire on the part of Congress to discuss and approve early elections. The congresswoman pointed to her criticism of parties on the right, such as Renovación Popular and Avanza País, who oppose the move forward, and on the left for taking advantage of it to advance the Constituent Assembly.
“I don’t see a call for either side to come to an agreement, and we really need to come to an agreement, that’s what congressmen are for. If we represent different political positions and different regions of the country here, we have an obligation to agree,” he said.
On the other hand, the congresswoman acknowledged that the current parliament he does not have the necessary legitimacy to continue, and for this reason he is promoting the departure of all lawmakers in a possible early election.
“There are meetings where you understand that it is time to leave, I think that this Congress does not have the proper legitimacy, because we do not agree that it cannot agree on a minimum clause (…) When there are dead and more than 1500 wounded, this is a Congress that unfortunately let the people down and we have to go,” he added.
