Early elections: Jaime Quito calls for Dina Boluarte’s resignation after Peru Libre proposal rejected

The Congress rejected a project to advance the elections proposed by Peru Libre.

“All right-wing benches want to stay. The strategy of the right was that when they had already made progress towards the elections for 2024, they did a complete rethink with the goal of achieving nothing, we condemned this. “Cabinet of death”, it remains only to say that they are retiring,” he added.

Moments before, a plenary session of Congress had disapproved—by 75 votes in favour, 48 against, and 1 abstention—a minority opinion on constitutional reform that proposed postponing the general election to 2023 and holding a consultative referendum to convene constituent Assembly.

Under the proposal, the 2023 general election was scheduled to elect the President, Vice Presidents, Congressmen of the Republic and Andean Parliamentarians, to be held on the second Sunday of July 2023. Andean congressmen and parliamentarians will end his representative period on September 29, 2023.

The term of office of the current President of the Republic expires on 30 September 2023. The congressmen of the Republic and Andean parliamentarians, elected for a new term, will begin their functions on September 30, 2023 and end their work on July 26, 2026. The new President of the Republic, as proposed, was sworn in and took office on October 1, 2023, and his term expired on July 28, 2026.

In addition, it states that the development of a new Constitution is carried out through the Constituent Assembly and will be ratified by referendum. There is a call for a national referendum on the second Sunday of July 2023 for public consultation if the call for a Constituent Assembly is approved or rejected. If approved, the call will be made within a maximum of 90 calendar days after the announcement of the results.

The Remaining Way: The Executive Branch Stands Before Congress

Having exhausted the possibilities of Congress, executive power will have to support in parliament a new constitutional reform bill that establishes a change in the term of office of the President of the Republic and the representation of Andean congressmen and parliamentarians elected in the 2021 general election.
