Lawyer Alberto Otarola Peñaranda was sworn in this morning as head of cabinet in a ceremony presided over by the President of the Republic, Dina Boluarte, at the Government Palace.
New Chairman of the Council of Ministers (PKMlisten)) is a constitutional lawyer with a postgraduate degree in political science and public administration.
The new head of cabinet is a graduate of the University of San Martin de Porres with a thesis on “International Human Rights Law and its Incorporation into the Peruvian Constitutional System”.
He also holds an MA in Political Science and Public Administration with a mention in Public Policy and Public Administration from the Pontifical Catholic University of Peru (PUCP); and the Interdisciplinary Specialist Course on Human Rights of the Inter-American Institute of Human Rights of Costa Rica.
He was a teacher with specializations in constitutional law, labor law and political science, conflict resolution and fundamental rights. In addition, he was a professor at the Academy of Masters and various prestigious universities.
Career of Alberto Otarola
The new Chief of Staff was Minister of Defense from December 11, 2011 to May 10, 2012. In addition, he was Deputy Minister of Internal Order of the Ministry of the Interior from August 4, 2011 to December 10, 2011, among other positions in the defense sector.
Otarola Peñaranda was also the Executive President of the National Commission for Drug-Free Development and Life (DEVIDA). Based on his experience, he managed important operational groups such as the Armed Forces and the National Police, as well as the financial and logistical systems of the ministries and government departments in which he provided services.
In addition, he was a full member (2017-2022) and Vice-Chairman (2020-2021) of the UN International Narcotics Control Board.
It is worth mentioning that Alberto Otarola he was sworn in as Minister of Defense on 10 December, uniting Pedro Angulo’s cabinet.
The current head of the Cabinet defended Dina Boluarte during the investigations of the Subcommittee on Constitutional Charges Congress for alleged violation of the Constitution.
