According to the proposal, the homes should be implemented primarily in capital cities and in municipalities with more than one hundred thousand inhabitants. The main functions of these places include providing comprehensive and humane assistance, facilitating access to specialized services such as security, social assistance, health, legal guidance and psychological support, and combating violence against LGBTQIA+ people.
The author of the bill, Congressman Clodoaldo Magalhães (PV-PE), emphasizes that the proposal seeks to fill gaps in existing public policies, which often do not meet the specific needs of this population. “Studies indicate that LGBTQIA+ people face high rates of physical, sexual and psychological violence, both in public and private spaces,” highlighted the congressman, also highlighting the difficulties in accessing the job market and essential services, which aggravates the social and economic vulnerability of this population.
Each “House of Reception and Diversity” will have specific areas for reception and triage, psychological and social care, legal guidance, an outpatient clinic for health care and emergencies, as well as temporary housing for those in imminent risk situations. There will also be spaces for professional training and education, aiming at the economic autonomy of those served.
The financing of these houses will be guaranteed by budgetary allocations from the Union, states and municipalities, in addition to donations, voluntary contributions and public-private partnerships.
The proposal will be analyzed by the Human Rights, Minorities and Racial Equality, Finance and Taxation, and Constitution and Justice and Citizenship committees. If approved, the measure could represent a significant advance in the protection and inclusion of the LGBTQIA+ population throughout the country.
