Yurachkovsky was born on June 25, 1951 in Kyiv. In 1973 he graduated from Kiev Shevchenko University. He worked as a senior engineer at the Institute of Gerontology, and then as a senior researcher at the Institute of Cybernetics of the Academy of Sciences of Ukraine.
