Under a recent government proposal, the validity of the Modified Reconstruction Permit (ARCC) could be extended until December 2023.
This measure was included in the Financial Balance Bill, which the Executive branch sent to Congress, and indicates that its purpose will be to complete the implementation of the Comprehensive Plan for Reconstruction with changes (PIRKTS).
Initially, the ARCC, created in April 2007, was supposed to operate for three years, but was later extended for another two years until April 2022.
Then in Financial balance law The State Budget for Fiscal Year 2022 decided to extend the ARCC until December 31, 2022.
As stated in Article 10 of the Financial Balance Bill, which will be supported next Friday in the plenary session of Congress, this extension must be granted in accordance with the provisions of Emergency Executive Order 040-2019.
The aforementioned resolution establishes that the VGCC transfers the estimated cost of the Comprehensive Plan to Reconstruction with changes in MEF to guarantee programming for 2022-2024. This is done in two official letters containing updated values of the Comprehensive Reconstruction Plan with changes until 2024.
The draft states that this information allows you to predict the horizon of work, which must be taken into account in the multi-year programming of the institution’s operating plan and budget.
Progress of reconstruction with changes
As recently as two months ago, ARCC indicated that their projects had achieved 58% progress, for a total of 6,273 games ended in favor of the population of 13 regions affected by the El Niño Costero phenomenon, which occurred five years ago.
So far, 4454 works are missing, that is, 42% of the Comprehensive Reconstruction Plan with Changes (PIRCC). Of this total, 1,468 projects are under implementation, 749 are in the process of contracting, 1,984 are in the process of being funded and about 254 are under consideration.
