Pharmacies in Ukraine show the lowest tax burden on all participants in the pharmaceutical market-only 0.22-0.25% of income tax. On Wednesday, June 25, the human deputy and head of the subcomm committee said of pharmacies at the Verkhovna Rada Committee on Health of the Nation of Sergei Kuzminykh on Facebook.
He received an official tax service response to the state of Ukraine at his request. And according to the agency, over the past three years, drug manufacturers have paid 2-3%of income tax, shares-about 1-1.2%, and pharmacies-ten times lower, 0.22-0.25%only.
According to Kuzminykh estimates, against the background of total pharmaceutical sales, which in 2024 exceeded the UAH 200 billion, it meant billions of hryvnias of inseparable budget revenues.
“I believe this situation is unacceptable. STS has already announced comprehensive pharmaceutical market checks. We are waiting for real results and systematic budget -replenishment,” Kuzminykh said.

Earlier, market experts paid attention to the fact that pharmaceutical chains were growing despite general decline in the market. Against this background, a low tax burden raises questions about the transparency of the industry.

Part of the pharmaceutical networks expressed income losses, but at the same time showed the growth of sales and the expansion of networks. According to proxima research analysts, the five largest pharmaceutical players control 64% of the market turnover.
And on February 14, the government limits the maximum trading margin for pharmacies -no more than 35% for more -Counter medicine and set a regressive scale for the prescription. Suppliers can add no more than 8% to wholesale prices depending on the cost of the drug.
