The promotion of FLP closure at the beginning of the year is associated with the closure of non -business business, which from January 1 has restored the obligation to pay ERU.
In Ukraine, in January-April of 2025, 81,928 individual-negotiations opened, 9% less than the same period last year. At the same time, 119,895 entrepreneurs stopped their activities – 44% more than last year. This was reported by the Opendatabot platform on Thursday, May 8.
In general, this year, 37 967 FLP closed more than just opening. Last year, the situation was different: for the same time, on the contrary, 7166 FLP opened more than closed.
A quarter of all new businesses engages in the retail of trading: 20,763 businessmen. Another 7129 FLP selected it and consulted programming. The wholesale trade is closed by three – 6216 new entrepreneurs.
This year, women begin the business of more active men: 61% of the new FLP is registered with women. Part of men is only 39%.
According to Danil GetMantsev, chairman of the VP Committee on Finance, Tax and Customs Policy, the FLP Closing Surge is associated with the closure of non -working businesses, which on January 1 returned the obligation to pay Erus.
“The non -working FLP of the 1st and 2nd Group closed, as pre -war rules for payment of ERUs were restored. A military fee was also defined from the minimum salary for 2025 -it was 800 hryvnias per month, regardless of whether they were engaged in activities or not,” he explained.
At the same time, according to People’s deputy, beginning in March 2025, the number of open FLPs is more than closed.
In the first week of May, the largest number of FLP findings for this year have been recorded: 7014.

Remember, the Ministry of Finance ensures that it does not plan to increase taxes for individual entrepreneurs.
