Due to the slowdown in economic restoration, the state budget did not receive more than 65 billion hryvnias.
The state budget in 2024 did not receive 65.5 billion hryvnias income due to the difference between the actual macro and the forecast. This was announced by the head of Accounts Chamber Olga Pischanskaya, the department’s press service reported on Monday, April 21.
At the same time, the costs of repayment and maintenance of the debt and some costs, due to the difference between the forecast and the real exchange rate, are lower than 22.4 billion hryvnias.
According to the head of the Accounts Chamber, the international support of the public financial stability of martial law is a huge support. In particular, in 2024, 1.7 trillion hryvnias was received from international partners – it was 10.2 % more than last year, but 4.2 % less than the plan.
Overall, the state budget income plan of 2024 was overly excited by 373 billion hryvnias (13.5%). Compared to 2023, state budget revenues increased by 451 billion hryvnias (16.9 %):

Thanks to administrative factors – 178 billion hryvnias.
At the same time, the auditors recorded the increase in state budget taxpayers by 29%.
State budget costs are carried out at 4.5 trillion hryvnias, which is 2.8 % less than the plan. At the same time, this is the highest rate since 2020.
In particular, compared to 2023, the costs of state security -related steps and capacity of the state increased by 340 billion UAH (12.9%) – up to 2.1 trillion UAH.
The total state and state -guaranteed amount of debt increased by the end of 2024 to a quarter – up to 6,981 billion UAHs and cost 91% of GDP. State budget costs for state repayment and maintenance and last year’s debt guaranteed 85 billion UAH (9.2%) that is less planned.
Keep in mind that the state budget for 2024 was designed based on the GDP growth forecast of 4.6%, inflation at 9.7% and the average exchange rate of dollar per year by 40.7 UAH/dollars.
However, the actual growth in Ukraine of Ukraine last year slowed down to 2.9%, by the end of the year the economy “went to the minus.” At the same time, inflation is higher than the forecast and costs 12%, and the average annual dollar rate is 40.2 UAH/dollars.
As reported, the government approved a report on Ukraine’s State Budget law enforcement for 2024. The most cost last year went to the security and defense sector – 2.97 trillion hryvnias (38.9% of GDP). It’s 326.9 billion UAH more than 2023.
