The Ukraine State Budget filling in 2025 goes according to the plan, but in 2026 it may be necessary to change the tax base due to underfunding risks. This was announced by the head of the Financial Committee of the Verkhovna Rada Danilo Hetmans during the Business Wisdom Summit 2025.
“We are definitely accepting more than $ 38 billion from external resources. But 2026 is a bit different. There is a lot of uncertainty, the gap for now in external financing, which cannot be locked at the cost of internal resources,” he said.
According to GetMantsev, in 2025 the tax system was not planned, and in 2026 the government will try to avoid such a step, looking for alternative sources of income.
Among them are additional tax revenues from economic destruction, which must have grown to $ 4 billion in 2025 (against $ 2.5 billion last year), the placement of ATS, local budget funds and budget savings.
GetMantSev also caught the attention of the inability of the part of budget programs, which, according to him, “was not even approved at the beginning of the year.” Such programs, he believes, should be canceled or re -given in their financing in effective areas.
