Why is fuel not getting cheaper if the price of a barrel of oil has fallen by 10%?

Yesterday there was a drop in the price of fuel offered by Repsol and Petroperú between S/0.43 and S/0.54 per gallon.

From the beginning of July in world price of a barrel of oil from Texas (WTI) fell from $108 to $97; According to international data, the reduction is due to low demand from China, which is the main importer of crude oil in the world.

While the $11 drop over the past two weeks represents a little over 10%, the drop has not yet been felt on Peruvian faucets, despite the fact that the import price gas it has also fallen and should be used as a benchmark for wholesale trade.

Diego Rosales, Economist at Macroconsult, explained to Gestión that reference prices for gasoline imports are down 6% from the price recorded at the beginning of July.

What happens in the taps?

The difference described in the previous paragraphs still does not affect local faucet prices. Rosales explained that in the case of diesel alone, despite the fact that there was a decrease of 1.4 centimes per gallon, the price for the final consumer decreased by only 0.1 centimes.

But why there is no significant drop, the specialist explained that all because of the Fuel Price Stabilization Fund (FZT), the lower limit of which does not allow the wholesaler to sell at a lower price, the FZT will be updated on July 28.

What about gas lines?

The decline for 90 octane gasoline is still slow, currently at 0.5 centimes per gallon; although only S/0.20 fell in the taps.

In the case of 95 percent gasoline, it fell by 0.4 centimes per gallon, and this was the same percentage that was reduced in cranes. It’s worth saying that neither of these two are part of FEPC.

What is the Fuel Price Stabilization Fund (FEPC)?

The Peruvian Institute of Economics (IPE) reported that the FEPC was created to prevent Peruvian consumers from being directly affected by the volatility of world oil prices. For this, a range with a minimum and maximum price is set.

How does it work?

If the price of imports exceeds the maximum price set by the FEPC band, consumers will pay the maximum price set by the price band, and the excess will be taken over by the state from the aforementioned fund.
