For the period of martial law in 2025, the Government of Ukraine has limited the payment of special pensions, the value of which is more than 23.61 thousand UAH – 10 subsistence minimum for people who have lost their ability to work, introducing the corresponding coefficients of deduction for amounts exceeding this limit. This was confirmed by Cabinet Resolution No. 1 of January 3, published on the government portal.
For some pensions from 10 to 11 subsistence minimum for people who have lost their ability to work, the coefficient is 0.5, from 11 to 13 – 0.4, from 13 to 17 – 0.3, from 17 to 21 – 0.2.
For all payments that are more than 21 times the subsistence minimum for people who have lost their ability to work, the coefficient is set to 0.1, that is, the amount of payments after 49.58 thousand UAH will be reduced by 10 times.
The restrictions do not apply to the pensions of people who directly participated in the anti-terrorist operation (ATO) and ensured its implementation, who were directly in the ATO areas, directly participating in events necessary to ensure the defense of Ukraine, protect the security of the population and state interests in connection with the military aggression of the Russian Federation against Ukraine, directly in the areas and during the implementation of these measures, as well as pensions in case of loss of a breadwinner designated. to the family members of the deceased (deceased, missing) of such persons.
The Cabinet of Ministers approved the budget of the Pension Fund of Ukraine for 2025. It will be difficult. The income of the fund will reach 864 billion Hryvnia, expenses will be 861 billion Hryvnia.
