From the beginning of 2024, citizens of Ukraine have bought more than 142 thousand cars in car dealerships.
From the beginning of 2024, more than 142 thousand new cars bought in car dealerships will be registered in the service centers of the Ministry of Internal Affairs of Ukraine. This was reported by the Main Service Center of the Ministry of Internal Affairs.
It is noted that the registration of a new car is carried out at any service center of the Ministry of Internal Affairs. The owner can personally contact the territorial unit or delegate authority to the seller.
In this case, the car dealership forms a power of attorney for the right to represent the interests of the buyer, which can be signed at the car dealership without a notary. An act of acceptance and transfer also develops. A representative of a car dealership can contact the service center of the Ministry of Internal Affairs instead of the buyer and register the car.
When registering a new car, it is not subject to a mandatory inspection by the Expert Service of the Ministry of Internal Affairs. Vehicle plates may not be provided and the vehicle may be in the showroom.
When registering a passenger vehicle for the first time at the service centers of the Ministry of Internal Affairs, you must pay a fee for compulsory state pension insurance.
The amount of the fee depends on the value of the car. In 2024 it will be:

if the value of the car does not exceed or equal to UAH 499,620 – 3%;

more than 499,620 UAH, but not exceeding or equal to 878,120 UAH – 4%;

more than 878,120 UAH – 5%.
The Pension Fund fee is not paid upon initial registration of passenger vehicles equipped exclusively with electric motors.
We remind you that due to the hacker attack on the state registers, the service centers of the Ministry of Internal Affairs have temporarily suspended the provision of some services related to the change of ownership of vehicles.
