Changes in the regulation of the drug market in Ukraine should be introduced only after expert reviews and if there is economic justification. Economist and financial analyst Alexey Kushch wrote about it on Facebook.
He recalled that wholesale drug trade is a licensed activity in Ukraine, as well as in the EU. And this activity requires mandatory compliance with the requirements of the European GDP, that is, Good Distribution Practice.
Kushch expressed the opinion that the accusations of a monopoly position and cartel conspiracy need to be proven, and this should be done by the competent authority – the Antimonopoly Committee. But, according to a study by the analytical company Gain.pro, the European pharmaceutical distribution market is significantly consolidated. The top three players amass the lion’s share of the market, accounting for more than 60% in the wholesale segment.
He also wrote that distributors cannot bear the full responsibility for the cost of the drug, because, according to the analytical company Proxima Research, distributors only account for 5.9% of the cost of the drug. Because of this, drug importers and manufacturers have major influences on price.
The expert also recalled that Council Directive 89/105 of December 21, 1988 is valid in the European Union. It is particularly concerned with the transparency of measures that control the prices of medicines for human use. These steps provide two basic rules. First, the marketing of a drug is permitted only after its price has been approved by the competent authorities. Second, an increase in the price of a drug is allowed only after obtaining prior permission from the competent authorities.
“You don’t need to invent anything… As an economist, I would advise the introduction of changes that affect the markets only after special examinations and if there is economic justification,” Alexey Kushch summarized.
