For January-November, the amount of state budget expenditures was UAH 3 trillion. Most of the funds were spent on wages.
The total amount of cash expenditures of the general fund of the state budget for January-November 2024 is UAH 3 trillion, which is UAH 365.7 billion, or 13.9%, more compared to the same period last year. The press service of the Ministry of Finance reported this on Tuesday, December 17.
In particular, 340.9 billion hryvnias were spent in November, as evidenced by the monthly reporting data of the State Treasury Service of Ukraine dated December 13, 2024.
In the structure of costs, they are most focused on:
– UAH 1.2 trillion – for wages with accruals (including in November – UAH 115.3 billion), or 38.6% of the total expenses spent in January-November 2024 (compared to the same period last year, increased by 75.1 billion UAH, or by 6.9 %). In particular, UAH 876.6 billion was allocated for the maintenance of military personnel (in November – UAH 86.6 billion);
– UAH 463 billion – to pay for the use of goods and services (in November – UAH 46.1 billion), or 15.4% of the total cost. In particular:

UAH 252.6 billion – to support the Armed Forces of Ukraine and other military formations and law enforcement agencies. This is the purchase of military equipment, weapons, ammunition, defense products, personal protective equipment (helmet, body armor and other special equipment), fuel and lubricants, food, payment of equipment ;

140.5 billion UAH – transferred by the National Health Service of Ukraine for the implementation of the program of state guarantees of medical care for the population;
– UAH 510.6 billion – for social security (payment of pensions, benefits, scholarships) (in November – 44.6 billion UAH), or 17% of the total cost, which is 37.2 billion UAH, or 7.9%, more compared to the same period last year, including:

UAH 248.1 billion – transferred to the Pension Fund for financial support for the payment of pensions, bonuses and increases in pensions;

UAH 100.3 billion – for social protection of children and families, protection of citizens who find themselves in difficult life situations, to support low-income families;

UAH 32.3 billion – for payment of housing subsidies and benefits to citizens for payment of housing and communal services, purchase of solid and liquid household heating fuel and liquefied gas;
– UAH 330.0 billion – for subsidies and current transfers to enterprises (institutions, organizations) (in November – UAH 63.6 billion), or 11% of the total cost. Among them:

UAH 283.5 billion – for the purchase of goods to meet the needs of the Armed Forces of Ukraine;

UAH 18 billion – to ensure the functioning of the Entrepreneurship Development Fund;
– UAH 286.7 billion – for servicing the public debt (in November – 43.2 billion UAH), or 9.6% of the total volume (compared to the same period last year, increased by 61.8 billion UAH, or 27.5%);
– UAH 163 billion – for transfers to local budgets (in November – 16 billion UAH), or 5.4% of the total (compared to the same period last year, increased by 27.4 billion UAH, or 20.2%).
