Ukrainians will receive one thousand hryvnias on the condition that they submit an application in December 2024 – January 2025. This is confirmed by government decree No. 1330 of November 22, 2024.
The resolution approved the Procedure for the implementation of the pilot project on providing one-time state financial assistance Winter support within the All-Ukrainian Economic Platform Made in Ukraine.
The source of financing for the pilot project is the state budget. They will be transferred “taking into account the corresponding actual revenues to the special fund of the state budget for the program.”
One-time assistance is given to an individual at his request, who is 18 years old on December 1, 2024, has an assigned tax payer’s account card registration number, and is located on the territory of Ukraine, except for temporarily occupied. territory, at the time of submission of the application for assistance.
An application for a benefit in the amount of 1000 hryvnias can be submitted during the period December 2024 – February 2025. One of the parents, as well as one of the guardians of minors, has the right to receive benefits for each of the children (if there is an electronic display of the birth certificate).
To make an application for assistance you need to:

have a taxpayer registration card assigned in accordance with the procedure established by law;

install Diya mobile application on an electronic device, undergo electronic identification and authentication with confirmation of stay on the territory of Ukraine;

select the Winter support service in the Diya mobile application and submit an application for assistance;

if there is no special account for crediting cashback, open such an account and/or check the current account number (according to the IBAN standard), information about where the bank sent and available in the Diya mobile application.
Funds credited to the beneficiary’s special account can be used until December 31, 2025.
Pensioners over 60 years old and disabled people of groups 1 and 2 or recipients of social assistance are provided with assistance through JSC Ukrposhta.
Funds can be used for:

payment for services in accordance with the list of services and codes in accordance with the categories of activity of a business entity (Merchant Category Code), the payment of which can be made from funds from state financial assistance to consumers (cashback);
-
acquisition of war bonds of internal government debt in accordance with law;
-
financing measures related to repelling armed aggression against Ukraine and eliminating its consequences, national security and defense, restoration, support and development of Ukraine, providing humanitarian assistance in accordance with the law.
